16th Feb, 2006. Devastated Plaquemines Parish, just south of New Orleans, Louisiana. City Hall was devastated by hurricane Katrina. Voting in local elections in April is going to be an uphill battle for the parish due to the flooding that wrecked the voter registrar office and destroyed many of the records held there.
