11 July 2006 - New Orleans - Louisiana. Law and Order. Cops arrest a man they discovered asleep along a ledian. After checking his ID, they searched him, cuffed him and took him away in their car. The city is starting to crack down on crime, although it is uncertain why they arrested the suspect.
